Registry failed due to the error listed below - Unspecified Error

For me this was due to a broken registry.pol file. I could not open gpedit or the MMC Group Policy cmdlet.

I replaced C:\Windows\System32\GroupPolicy\Machine\Registry.pol which was 202KB from a working machine onto the broken machine and then I was able to gpupdate without issue.
